South Korea's Bond Market Overhaul: A Centralized Cure for a Decentralized Dream?

Foreign investors will now be allowed to borrow won through temporary overdrafts to buy Korean bonds, use those bonds as collateral for further trading, and trade the USD/KRW pair around the clock. For decades, foreign participation in Korean bond markets has been hampered by friction: limited trading hours (the local session ends at 3:30 PM KST, leaving a gap for European and American investors), a requirement to pre-fund purchases using already-converted won, and a narrow set of acceptable collateral for derivatives. The new rules, set to roll out in stages through 2025, tackle these barriers directly. Temporary overdrafts allow investors to borrow won from Korean banks instantly, bypassing the need to pre-fund.
